Ca proposes fat flee added to bill based upon income

So the big 3 utilities out here are proposing a fee structure based upon income levels... they are being directed to do so by the state assembly bill 205. What does this have to do with solar? IMO this is partially being done to force solar users to start paying the electric companies again. The cPUC tried to get a flat tax added to solar users last year based upon the size of your system. 8 dollars per kwh system. That failed. Now this new proposal would do away with all the non bypassable charges being added to your bill based upon how much electricity you use? Hmm, I wonder why they would do that? In addition, low income people would have 15 dollars added to their bill, mid level incomes up to about 90k would have 50 dollars and users above 180k would have a flat fee of 85 dollars per month added to your bill no matter what. The vast majority of solar owners in socal are easily going to go over that income.... and the income said HOUSEHOLD income, so it would not be limited to just the person who has the bill in their name. So just when we thought we dogged the attack on solar users last year with the passage of NEM3.0, now come income based socialism. unreal

Well, according to the info Escondido Charlie included in a post, along with the larger fixed monthly charges you write of, the per kW/rate would drop substantially. I'd suggest that for many, if not most SDG & E customers anyway - PV owners and others - are using substantially more electricity per billing period than is necessary to make up a good deal more than that monthly charge by the savings of ~ 0.20/kWh that's being considered.

I'm not saying what's being bandied about is going to happen or even workable, but it seems possible. If so, most non-NEM SDG & E customers as well as customers of the other two I.O.U.s will see a decrease in their annual cost of electricity if something like what I've seen comes to be.
If that does become the common case, you can be sure that the POCOs will play the savings to the hilt while painting residential PV owners as villains getting over like fat rats in a cheese factory while screwing the little guy.

You can also watch the price of turnkey PV drop as well.
