That's because the odds are better than 50/50 that one person in each group of 50,000 will die every day in the US - not because solar (or schools) cause death.
Likewise, about 25 people out of every 50,000 develops tinnitus every year in the US. So do that survey in an area of 50,000 or more and you will find several people who first experienced tinnitus within a month after the system was first turned on. (And do that same survey a year before it was turned on - and you'll discover the same thing.)
