    Average ROI on pool systems?

There are many factors I suppose size of system, size of pool, equipment used and location location location.
I am located in Oregon and my friend owns a hotel. He had mentioned the other day on how much the hotel spends on heating an outdoor pool. I think they should enclose it as a pool outside in Oregon is madness anyway...

Actually ROI on pool systems is extremely good. Generally about 1-2 years taking into account fuel costs alone.
I believe that Oregon actually has incentives or rebates which make the ROI even better There is a state rebate that will cover 35% of the costs.

Enclosing the pool can have its own problems with humidity, chlorine gas, and the amount of structure required for wind resistance and code compliance.
As a first step, a thermal pool cover will have a very quick ROI, and if done correctly also improve pool safety when not in use.
And it will reduce the size needed for a solar thermal system.

No DIY structure for hotel. Hire subcotractors. No pool cover for hotel.

There is a liquid pool cover to reduce evaporative losses on an outdoor pool which account for 70% of heat loss.
          google Heatsavr pool cover.
I have used this product for both indoor and outdoor pools and it works.
Don't look at the fish type there is too much room for abuse with those. look into the liquid and the perastaltic pump.
