There are few but no demand for them because 1 12 volts is a poor voltage selection for heat, and 2 is resistance heat is extremely inefficient use of electricity. But to answer your question is just power resistors aka Dump Loads for Wind Turds.

By the very nature of resistance heating, anything you do will be 100% efficient unless you put it outside rather than inside.
You may want to know what delivers a better flow of air for maximum comfort, but that has little to do with efficiency.
