For getting light into an interior room or something like a kitchen work space during the day, solar tubes from various manufacturers are really impressive, and one weapon in the energy conservation arsenal. But putting it in a garden sounds weird. An inside garden maybe....
If you are interested, look carefully at the in-roof part because leaks would be really big disincentive.
