When installing solar panels on a tile roof they will be removed, and the standoffs are attached directly to the underlying rafters. Then the standoffs are flashed just like any other vent so they will be waterproofed.
If your roof tiles are really fragile (i.e. antique spanish mission tiles, etc.) the contractor (or you if you are doing it yourself) should probably consider having a roofer come out and remove the tiles under the area where the array is going. Commonly, the roofer will then lay comp shingles under the array and then replace the tiles around the array once it is installed for a clean appearance. If they are just normal flat or mission concrete tiles, installation is not a problem. The installer will remove a couple tiles where the roof standoffs are going, and then will replace the tiles around the flashing.
In my experience most concrete tiles are not that fagile at all, contrary to common belief. Further, due to the removal of tiles for the roof standoffs, if a couple do happen to break, they can be replaced by the extra tiles you now have on hand!
