    Well, if you have no snow, no wind, no earthquakes, and no codes, then the cheapest way to tilt your array is with concrete blocks.

    Being serious though, and looking at your pics, just drill some holes in your angle iron, add a plate and additional angle iron with holes for each leg, bolt to roof, some stainless steel bolts and walla you have a tilt able array mounting structure. Some cross bracing with additional angle iron would make it sturdy.

    Don't forget to properly ground the array and mounting structure. You do get lightning, right?
