I don't know how much effort is involved. Filling out the paperwork can't be very time consuming since you have all the content on this thread. What happens after that is unknown but the fact that his license bond might be in jeopardy could stimulate him to actually put a check in the mail and make it good. You will never know unless you try.
I am glad it got resolved and thanks again for updating us. It is nice to have closure on our advice in terms of configuring the system.
