How are people calculating cost/watt?

For example, I have an estimate for a 6.5kW system with an installed priced of $21,500 before tax credits. ($2,000 panel upgrade included)

Would I use 6,500 watts...
$21,500/6,500 = $3.31/watt...?

Or would I use "Annual Solar Production" of 9,237kWh (supplied by installer...guaranteed for 1st year)
$21,500/9,237 = $2.32/watt...?

I would do (21,500-2000)/6500 = $3/watt
Because panel upgrade should be separated.
