Waiting for SCE to approve my NEM paperwork

Anyone else experiencing delays with getting their system up and running?

It has been 3 weeks since install completed, over two weeks since city inspection and approval, paperwork was sent by my contractor before system went up. Seems like there are lots of people jumping on the solar bandwagon and SCE is up to their necks in paperwork and now I'm stuck paying for solar plus SCE while being at SCE's mercy, seems unfair.

I called SCE interconnect dept for update and this is email I received

THIS IS AN AUTOMATED MESSAGE CONFIRMING RECEIPT OF YOUR EMAIL.
Thank you for your submission to SCE's Net Energy Metering Interconnection team.

    NEM Phone Center Update
The Net Energy Metering/Interconnection Department phone center will be temporarily closed on Friday, April 3 and Monday, April 6th due to internal office move. The NEM/IC phone center will resume regular hours on Tuesday, April 7th from 7 a.m. to 3 p.m.

    NEM Interconnection Application Status
The NEM team is experiencing a higher-than-normal volume of NEM/Interconnection applications. The team continues to work extended hours to help alleviate the situation and appreciates your patience. If you received this email receipt confirmation, your NEM paperwork is in our queue to be processed in the order that it was received.

We are sending weekly contractor NEM Interconnection application status reports of applications received since 2012 to present with a Pending PTO status and applications that have received PTO recently. Please distribute this report internally within your organization to get the latest project information and reduce the volume of calls to the NEM Interconnection Help Line.

IMPORTANT NOTE: If your company is not receiving the weekly status report, please send an email to customer.generation@sce.com. The email subject line should be "Request for Weekly Status Reports" and please include the company name and a generic email address where the report can be sent and accessed by everyone in your organization.

    Document Requirements
Please visit our website at www.sce.com/nem and download the NEM Interconnection Checklist, listing all the required documents for NEM Interconnection, as well as all the required forms along with mark-ups and sample Single Line Diagram and Plot Plan. NEM Interconnection application documents should be submitted to the NEM Interconnection team via email to customer.generation@sce.com or via fax to (626) 571-4272.

REMINDER: SCE can accept email attachments up to 7 MB; if the total size of attached files exceeds 7 MB, please submit them in multiple emails adding the following to the subject lines: 'part 1 of 2,' 'part 2 of 2,' etc. Emails that are larger than 7 MG will NOT be delivered to SCE due to sizing limitations.

    Controlling the PTO Date
SCE is required by Rule 21 to authorize interconnection and enroll the customer on the NEM rate as soon as possible upon receipt of a complete application. Please be advised that we are unable to Hold or Rescind a PTO letter until project financing is finalized.

To avoid this problem, do not schedule the final inspection by the local building and safety department until the project is ready to be interconnected. For your information, some local municipalities routinely submit their final job cards to the local SCE office, which then forwards the job card to us. As a result we may receive the final required document to authorize interconnection without you taking any action. If the final inspection has not yet taken place, there is no risk that the interconnection will be authorized before the financing is finalized.

go to your meter and check if it shows codes (071) -- that is the total upload to SCE for your net metering. if you don't see "071" then your meter isn't update yet. you will only see "001" for total consumption since meter start.

if you see "071", that means your meter has update to net metering and you can turn on your solar. your approval letter is on the way. it usually takes 2 to 3 weeks.

        Submission/Apprival SCE NEM Applicarion

I got your message loud and clear. Since my project ( 7.32 KW ground mount ) is an 80% self install, I am on a longer timeline than a 100% contracted job. As soon as my drawing package is finished, I plan to submit an NEM application at the same time I take the package to the local Building & Safety office for permit application. I may be required to apply far a separate permit for the 20% contracted Load-center upgrade. If so, that part of the package may possibly be omitted from the NEM application. I checked my meter, and it displays the "001" code, so I will need the 071 upgrade before any turn-on can occur. At what point in the NEM application process, will SCE do the meter upgrade? there will be no financing issues, but Building/Safety will not do a final inspection & approval until all installs are complete ( last item will be the electrical tie-in between the safety disconnect box & the new load-center panel ). I won't know whether my package will exceed the SCE 7MB maximum, until I convert it from *.dwg to *pdf format. I plan to go to the local ( San Dimas ) SCE planner's office this week, to arrange for a site inspection, & hopefully reconcile any array sizing issues, regarding past KWH usage versus site shading & future installation of air conditioning.

Most of the meters from SCE have been updated to digital meters, so there's no need to swap new meter. SCE remote update your meter.

What are the consequences of "accidentally" flipping the switch and letting the system run for the few days or weeks before the PTO is approved? You may not get credit for the net energy production but at least it can offset usage during the day.

Just wondering if anyone has tried this for PG&E and what has happened.

Yes, what happens if you "accidentally" forget to turn it off after testing it?

I don't know for SCE or PG&E, but I do recall some stories on these boards of folks being charged for both consumption and for net production before net metering was enabled. In other words, it can offset usage, but if it goes below zero, i.e. net generation, some billing systems may charge you for sending energy to the grid at retail rates, if net metering is not established for the account.

SCE asked installer to submit for NEM online email or fax and they send out letter. Probably they have to switch to email.
