Enphase panel level monitoring gone?

I was just told from Jan 15 on Enphase does not offer panel level monitoring...prior customers are grandfathered in but new customers -- no luck. Can anyone confirm this?

What I read on some Enphase support forums is that new customers can still get access to it for an additional $250 one-time fee for their Envoy unit , but only if your installer chooses to offer it - can't buy it separately or directly from Enphase....

That on top of the $500 cost for the envoy are just one more reason not to go with them

So let me get this straight... Even though I am getting bids which state "panel level monitoring" I may have to shell out $750 after the fact in order to get it....and even then it would only be if the installer chooses? Solar edge is definitely looking like a better option now...
