Low vottage protection for a direct coupled 12 Volt DC pump (no Battery)

I am upgrading my solar watering system for my garden. I have 12 volt water pump (I think its shurflow) submersible pump run direct off three 12 volt 60 watt panels I had stashed away. It pumps up to gravity tank. There is no battery just a high level switch. I would like to put a device in line that cuts the power to the pump if the voltage from the panels is too low during early morning or evening.

There are plenty of LVDs for battery based systems but having a tough time figuring out what I need for no battery. I think the problem is if there is no load on the panels, the voltage is higher than when the pump is online. Thus the device would cycle on/off unless it had some smarts.

    So any suggestions?
