I recently picked up a large computer case fan from an electronics surplus place (about 10 inches in diameter). It is 12 volts.
I havent hooked it up to my solar setup yet but tried it on a battery...it moves quite a bit of air.

You did not tell us what kind of fan you are looking for. I am guessing an indoor fan for comfort in hot weather rather than one to move air for heating, etc.
A ceiling fan can move air for comfort very efficiently. The general guideline is that large slow moving blades will create less energy wasting turbulence than smaller fast-moving blades.
There are some very efficient ceiling fans with a long as 5 foot blades that can deliver a lot of quiet air movement for an entire room for less that 100 watts. Although some of these use an internal inverter (variable frequency drive) they are designed to run off 120 volts AC and so would require you to have an inverter and battery in addition to the panels. If you can find one that can be made to accept DC input, you could have a very good deal. But the price will be several hundred dollars just for the fan.
Or you can go for some very small DC fans that you would need one or two of for one person.

Also is it possible to run this without Inverter? Can I hook the motor up directly? If yes How?

Also I know that when there's no SUN there would not be any Ventilation, but that's the idea.

What kind of Panel would I need?

    What kind of a Fan?

I want it to make a good breeze and not consume that much power.

I'm trying to save as much money as possible on this project...

    Thank u!
They make solar attic fans the are about 14 inch in diameter and have a 10 to 20 watt solar panel that just hooks right up to the fan motor. I use 2 of these mounted in my eve vents. They move enough hot air out of the attic on hot sunny days. I have seen these cost from $150 to $200 each.
