My panels buzz when I touch the frames?!

I think Billvon has come closest to giving you the reason for the "buzz" .. And it is the really the most likely reason.
I dont believe anything sinister is going to happen to you .Its an isolated system,and a very small one at that. I cant see any even remote possibility of a fire happening.
Your "earth" rod is really not going to help much. There is no way it can., even if you burried 50ft of copper rod in the ground . But it would provide a very good "grounding point" if lightening did strike.

Many times you will find electricians can be as dumb as bricks when it comes to batteries and inverters,as their usual experience is with grid supply.

I don't know. I can list the tests I would run, but failing that, I can't tell if my guesses are correct - or if it's safe or not.

Is there a solution?

I'd start with better grounding, myself, once I determined that you really were floating the entire system (and that that was the source of the noise.)

It is a small system and I feel safe.

If I remove this mains filter then the whole "problem" of the panel frames conducting AC goes away.

If there is another way to stop my HiFi buzzing that would be a simple solution. Any ideas?

Simple . YES ...cheap?? hmmmm
buy a 12v vehicle dvd/radio head and amplifier... Price depends on quantity and quality
