You purchase the number you need, just like you do with LiFePO4 cells. Up to 9 of them can be connected together, for a total of 90kWh. If you need more, they have the commercial PowerPack product which sells in 100kWh modules and can go up to GWh-capacity levels. Should be enough for everyone 
Vaporware? Well, they do need to get the battery factory online before they can start making them. So no deliveries for nearly a year yet. Probably a lot longer if you order now as demand has been extremely high. By May 12th (latest source I found) they had orders for 38,000 PowerWalls and 2,800 PowerPacks. I haven't done the numbers but I suspect it is on a kWh basis an order of magnitude more than what all the manufacturers of large prismatic LiFePO4 cells produce in a year.
