Voltage Regulator issues.

Have regulators and diodes and none of them seem to work as advertised by the YouTube guys.
Solar panel under lamp meters 15.5 volts.
I put an L7812 regulator on the panel.The panel now measures 1.7 volts and what should measure 12 v measures 1.5 v. I have reversed the connections and get the same results. I assume the center lead of the regulator is common. What am I doing wrong ? Does my panel not have enough power to drive this regulator?

Update. I wired an L7806 to a 4.5Ah, 12v AGM and it functions. So.....not enough v difference from the 15.5 v panel to a 12v regulator ? I'll have to place the panel in direct sun at 22v and see what happens.

You will run very little with a lamp over your panel, apparently not enough
current to operate your regulator. Under good sun will be a different result.
