So, I am currently making a diy solar panel charger with an 18560 2200 mAh battery, a cheap 5v 350 ma solar panel, a random diode i found on a toy electronic kit, and a step up 0.9v-5v to 5v chip thing. once i'm done soldering, i immediately put it outside of my house and let it charge. i left it for like 3 hours and i checked the battery using my multi meter and got 0.2v on the battery. it is not charging is it. can you guys help me found my problem ? oh, and here's some picture and a crappy drawing of mine

Oh, by the way the solar panel gets 5.5v on sunlight and gets 0.6v with the battery connected to it. -
From my understanding those chips arnt used for solar. But it shouldnt matter. I have the same chips too.
I think maybe your solar panel is to weak to charge the battery. But Im not a expert on this matter I'd wait till Mike or someone like that to tell you what your problem is.

your chip is not MPPT capable. It wants to have power from a voltage source, and a PV panel is a current source, so it nearly instantly overloads the PV, and crashes the voltage.
You have to have a panel capable of ovderproducing what the charger can consume.

I think That since the battery your using is 3.7V and the panel itself is 4V. The panel isnt charging the battery.
On a sunny day that panel might not be producing exactly 4V.
And when charging a battery you need like 5.5 volt. So on a sunny day if you test and see if you making over 5 Volts then it maybe charging the battery then.
But im not the one you should be listening to Im a Newb as well with this stuff.

on sunny day the panel produces 5v, but i just found out that the diode is broken. well... i made it like that. it charges the phone, but my phone battery's percentage is not going up nor down.20160513_132341.jpgComment

Depends what type of phone you are trying to charge also! I know some phones that are smaller I can charge but bigger Iphones wont charge at all and stay the same. Maybe needs more amps im assuming
Im doing exact same expirements with this stuff. And connected a few devices to my solar chargers.
You should try charging something smaller.
Either way like Mike said.. you should try and understand charging voltage. And the best way to do that is to run tests with voltmeter attached.
First you probably want a battery charger, and check the voltage when battery is full. Then you know how much voltage it handles (I think)...

That way you can watch as you power your battery and know by watching when its time to shut it off.
