Help with 5v 2 amp homemade solar cell phone charger

Ok i have 4 of these

so 5v and 2amps.
problem is my galaxy note 2 limits the amps when connected to panel. I get 5v and 2amp from charge controller using multimeter.
so why is my phone not using full amps ? Have a app that shows what its current is receiving although its not 100 % correct .normally displayed 1800 mah when connected to wall charger.
when connected to solar panel doesn't charge as fast as a wall charger at 2 amp. close but not as fast , plus deisplayes 100- 1000 mah on solar cell
do i need a different charge controller ?

most phones have a circuit that detects what it's connected to. When connecting to a "dumb" charger, it may fall back to the low power charge mode. It may be looking for a Brand X Charger, which has a chip in the USB cord that tells it to use full charge power.

Have you measured the voltage on the USB cable while charging ?

no i havent on the usb cable. its the same cable used on the wall charger.

AFAIK the pin 2 to pin 3 short only applies to high power charging for Apple products. For the Galaxy it is probably looking for a digital handshake as mentioned by Mike.
An "ordinary" USB connection is limited to as little as 500ma. The phone may be enforcing that limit since it is not getting a high power indication from the USB port.

I gota go dig up the standard again but I think the short beteen pin 2 and 3 is the signal for high power. Been a while since I read the new standard that eveyone but uses except Apple.
